As Director of Policy & Advocacy, Reilly Pharo Carter leads the development and implementation of Gary’s state and local policy and advocacy strategy in partnership with Gary’s Vice President of Philanthropy and Policy.
By leveraging the organization’s policy entity Gary Advocacy, Reilly works to advance opportunities to invest in a thriving policy ecosystem and ongoing improvement of public systems that advance the promise and potential of kids and families from low-income backgrounds and BIPOC communities.
Reilly brings 15 years of experience as a leader in Colorado’s policy landscape. Prior to joining Gary, she founded RPC Consulting, where she worked with clients on a range of projects aimed at advancing the success of Colorado children through policy development and implementation. From 2015 to 2020 she served as the president and CEO of Climb Higher Colorado. Through that work Reilly built partnerships across a wide range of organizations and launched the organization’s signature fellowship program, Systems Impact Institute. She also brings deep experience from her time at the Colorado Children’s Campaign where she served as the organization’s government affairs director and later as vice president of education initiatives.
