What Partnership Makes Possible: Affordable Early Care And Education
In 2006, with the creation of the Denver Preschool Program (DPP), Denver voters made preschool more affordable for every 4-year-old in the city. In the decades that have followed, more than 80,000 kids and their families have used DPP preschool tuition support and DPP has expanded to serve eligible 3-year-olds as well.
In 2023, Denver voters overwhelmingly affirmed the value of DPP, approving its reauthorization and permanent funding with 78% support. Today, the program serves as a national model for early childhood in Colorado and across the country.
In one role or another, DPP President and CEO Elsa Holguín has been part of this journey from the beginning.
And now, DPP, Elsa, Gary and our partners in early care and education are on the brink of the next chapter: designing a unified early care and education system that improves parents’ experiences and exploring what it would take to publicly fund child care.
